Antique 1800's Victorian Flue Cover Young Girl Authorative Figure Discipline

From the research I've done, this seems to be a Victorian Flue Cover. These were typically made in Germany. There is cardboard on the back so I don't know if there are any markings behind that. It measures approximately 8" in diameter. It has a metal chain for hanging. The picture depicts a young girl about to be disciplined from the authoritative figure that has a whip? Scary! It has glass on the front and I'm not sure what the picture is made from. These were popular in the 1800s.
